A transcribed version of a speech Mr. Gaffney gave at a Hillsdale College National Leadership Seminar on "America's War Against Islamic Terrorism." In this paper, Mr. Gaffney summarizes the conclusions reached by the Commission to Address the Threat to the United States from Electromagnetic Pulse Attack. He describes how an EMP attack might take place, what sort of effect it would have, and what America can do to protect itself from such an attack.
